5.2.1 Project bids The approval process in relation to University funded projects involves several stages of consultation and approval. Details of the Asset Management Plan are provided in H/2.1.2 and H/2.1.7 . Details of the project management of projects are provided in H/4.3 . 5.2.1 Project bidsAs part of the annual planning process, faculties and divisions submit bids for projects for consideration in the next revision of the rolling five year Asset Management Plan. Project proponents are required to include with their bids an indicative scope of work for the project, a brief justification and an indicative cost estimate / cash flow developed through consultation with Facilities Management. All bids are required to have a clear linkage to University and faculty / division planning imperatives. Bids are considered by Physical Infrastructure Advisory Committee , drawing guidance from the University's Strategic Plan and budget scenarios. A draft list of recommended projects is established and, where considered necessary, the scope and estimate of costs is refined by Facilities Management. The refined programme, based on an agreed scope and cost estimates, is then submitted for approval as detailed in H/2.1.7 . 5.2.2 Project schedulingAfter approval of the Asset Management Plan, the Division of Finance and Resource Planning and Facilities Management Department agree a programme for delivery of projects, based on the approved cash flow. 5.2.3 Project designFacilities Management appoints a project manager (internal or external) to manage the project. Design consultants are appointed as required and work to develop the project, involving the parties detailed in H/4.3 . Where a project has implications for the aesthetic appearance of the University, the sketch plans are reviewed by the University's architectural advisor. Any proposals for variation to the scope of work or cost estimate are submitted to Physical Infrastructure Advisory Committee for consideration. During the design phase, consideration is given to the most appropriate method of project construction delivery, taking into account the nature and risk profile of the project. The method of project construction delivery is approved by the Director, Facilities Management. 5.2.4 Project scheduling - constructionThe project proceeds to construction and is monitored by Facilities Management, with regular reporting to the Division of Finance and Resource Planning. Any proposal to exceed the approved budget is submitted to the Division of Finance and Resource Planning for approval.
