1.2.1 Role of Council, Vice-Chancellor, Deputy Vice-Chancellor (Academic) and Registrar
1.2.1 Role of Council, Vice-Chancellor, Deputy Vice-Chancellor (Academic) and RegistrarUnder the Queensland University of Technology Act 1998 (the QUT Act), Council is responsible for the management and control of the affairs, property and finances of the University including the appointment of the University's staff. Council approves human resources policies other than those developed through industrial agreements. The Vice-Chancellor is the University's chief executive officer, responsible for providing leadership to the University and for the academic, administrative, financial and other business of QUT, and the welfare and discipline of staff and students. The Vice-Chancellor signs industrial agreements on behalf of the University and approves human resources policies resulting from industrial agreements. Several areas of the University provide support to Council and the Vice-Chancellor in relation to human resources matters. The Deputy Vice-Chancellor (Academic) is responsible for academic staff employee relations, and the Registrar is responsible for professional staff employee relations, except where Council has expressly requested that it retain responsibility, or where the relevant officers deem it appropriate for Council to retain responsibility. 1.2.2 Role and Responsibilities of Human Resources DepartmentThe Human Resources Department is responsible for
1.2.3 Responsibilities of executive dean of faculty/head of divisionExecutive deans of faculty and heads of division are directly involved in all planning activities of the University and assist the Vice-Chancellor in the development of internal policy on administrative matters. Executive deans and heads of division are responsible for recommending to the Vice-Chancellor the staffing structure of the faculty or division in consultation with their heads of schools or managers of departments and independent sections. Executive deans are responsible for the implementation of University policy within the faculty, including policy with respect to equitable access to education and employment, and health and safety. Executive deans of faculty and heads of division also meet at least annually with heads of school and directors of centres for performance planning and review. Executive deans and heads of division have specific responsibilities for approval of staff appointments (see B/4.4 ) and for approval of leave (see B/6.1 ). See also Appendix 3 - Schedule of Authorities and Delegations . 1.2.4 Responsibilities of head of school or manager of department/independent sectionThe head of school is responsible for allocating staff duties including teaching, research, administration, consulting and continuing education to maximise the effectiveness and efficiency of the academic unit. Consistent with this responsibility is the power to differentially distribute these duties. In addition, a head of school, where the designated supervisor, meets annually with staff in performance planning and review, ensures that performance planning and review for all staff is meaningful, monitors the total responsibility allocation of each staff member, and is responsible generally for fostering the professional and general development of staff. A manager of a department or independent section is responsible to the head of division for all administrative matters concerned with the employment of staff in the department within the context of University policies and procedures. Heads of schools and managers of departments and independent sections have specific responsibilities for recommendation and approval of staff appointments (see B/4.4 ) and for approval of leave (see B/6.1 ).
