Part 1 - Preliminary

1. Short Title

This university statute may be cited as the Queensland University of Technology (QUT Alumni) Statute 2008.

2. Definitions

In this university statute –

“alumni election” means the election of members of QUT Alumni to the council of the university under section 15 of the Act.

“annual general meeting” means a meeting of QUT Alumni held once in each calendar year to which all active members of QUT Alumni are invited by public notice. 

“election statute” means Queensland University of Technology (Conduct of Elections for Elected Members of Council) Statute 2003. 

“predecessor institution” means any of the following educational institutions formerly operating in Queensland:  Brisbane School of Arts, Brisbane Technical College, Central Technical College, Brisbane Kindergarten Training College, Queensland Teachers’ Training College, Kelvin Grove Teachers’ College, Kedron Park Teachers’ College, Queensland Institute of Technology; Brisbane Kindergarten Teachers’ College, North Brisbane College of Advanced Education, Kelvin Grove College of Advanced Education, Brisbane College of Advanced Education. 

“registrar” means the university’s chief administrative officer, or a person delegated by that officer to perform a function of the registrar under this university statute. 

“the Act” means the Queensland University of Technology Act 1998. 

3. Repeal of QUT Alumni Statute 1999

Queensland University of Technology Statute No. 4 (QUT Alumni) 1999 is repealed.

Part 2 - Composition of QUT Alumni

4. Membership of QUT Alumni

The membership of QUT Alumni comprises the following categories of persons –

  1. current members of the council of the university;
  2. past members of the council of the university and of the council of the Queensland Institute of Technology;
  3. graduates of the university;
  4. graduates of the predecessor institutions;
  5. any person who–
    1. has been employed by the university for a continuous period of at least two years following the commencement of the QUT Alumni Statute 1999; and
    2. has advised the registrar that they wish to become a member of QUT Alumni;
  6. any other category of persons accepted for membership at an annual general meeting of QUT Alumni, provided that members of the category have a sufficient connection with the university.

5. QUT Alumni roll

(1) The registrar must maintain a roll of members of QUT Alumni.

(2) The roll must contain the following information–

  1. the full name of the member;
  2. the last known postal address of the member;
  3. other contact information provided by the member and deemed by the registrar to be relevant to the member’s participation in the affairs of the QUT Alumni;
  4. the category of membership to which the member belongs;
  5. the status of the member as active, inactive, or deceased.

6. Active and inactive members

(1) An active member –

  1. receives correspondence regarding the affairs of the university and of QUT Alumni; and
  2. is eligible to vote in elections held under this university statute or the Act; and
  3. may nominate as a candidate for elections held under this university statute or the Act. 

(2) When a person first becomes a member of QUT Alumni, the registrar must record the person as an active member on the roll. 

(3) A member is recorded as inactive if –

  1. the member advises the registrar that they do not wish to be an active member; or
  2. voting papers or correspondence are sent to the postal address of a member and are returned to the university. 

(4) The registrar must vary the status of an inactive member on the roll if the member notifies the registrar that they wish to be recorded as an active member. 

7. President of QUT Alumni

(1) There is a president of QUT Alumni.

(2) The president chairs the annual general meeting of QUT Alumni.

(3) The president is elected in accordance with the procedures for alumni elections set out in the election statute as varied by part 3 of this university statute. 

(4) The president holds office for the term specified in sections 19 and 23 of the Act.

Part 3 - Election of members to council

8. Relationship of this part to election statute

(1) This part specifies some procedures for alumni elections. 

(2) This part must be read in conjunction with the procedures specified in the election statute, but to the extent of any inconsistency between this part and the election statute, this part prevails.

9. Nominations

(1) An active member of QUT Alumni may nominate for election to council in either, but not both, of the following sub-categories –

  1. by nominating for election as the president of QUT Alumni; or
  2. by nominating for election as the other elected member of QUT Alumni. 

(2) For the purposes of section 16 of the election statute, the election in each sub-category specified in this section is to be treated as a ballot to fill one vacancy. 

10. Notice of election and ballot

(1) For the alumni election, the notice of election must, in addition to the matters listed in section 8 of the election statute, specify the manner in which votes are to be cast by active members. 

(2) Despite section 12(1) of the election statute, the returning officer provides the notice of ballot only by –

  1. placing an advertisement on QUT’s website; and
  2. sending a notice to any active member who has an electronic mailing address recorded on the roll. 

(3) In addition to the matters specified in section 12(2) of the election statute, the notice of ballot for the alumni election must specify the manner in which an active member of QUT Alumni may obtain the information referred to in sections 12(1)(c) and 12(1)(d) of the election statute.

11. Method of providing ballot paper to members

Despite section 12(1)(b) of the election statute, the returning officer for the alumni election must provide ballot papers to an active member of QUT Alumni only if the member –

  1. provides written notice to the returning officer of their intention to lodge a postal vote in the ballot and requests ballot papers be posted to their current postal address; or
  2. attends the annual general meeting. 

12. Close of voting

(1) The section varies the procedures set out in the election statute for the close of voting. 

(2) The last day of voting for the alumni election is the day for the annual general meeting. 

(3) To be included in the ballot, a postal vote must be received by the starting time for the annual general meeting. 

(4) For members who receive ballot papers by attending the annual general meeting, voting closes 15 minutes after the starting time for the meeting. 

(5) Scrutiny of ballot papers and counting of votes commences after the close of voting at the annual general meeting.

(6) The procedures that council prescribes under section 4 of the election statute for ensuring that ballots are kept secret apply to the alumni election. 

13. Declaration of result

In addition to the requirements specified in section 17 of the election statute, the returning officer must notify the annual general meeting of the result of the election.
